William Elman, MD
Medical Director and Lead Physician

Dr. Elman is well known in the Vero Beach area for his kindliness and his medical expertise. Patients frequently ask for him by name and refer friends and relatives to him. As Medical Director, Dr. Elman sees to it that all our medical providers and support staff adhere to the highest standards of care and professionalism. He is also an experienced Family Practice, Urgent Care and Occupational Medicine physician.


Eduvigis Carrera, MD, Ph.D
Urgent Care and Occupational Medicine Physician

Dr. Carrera is Board Certified in Family Practice and has been practicing in the area since 2002. In addition to her medical experience, Dr. Carrera has written many papers and articles including her Doctoral Thesis. She received her Ph.D from Cornell University and was a resident at Kingston City Hospital. She has recently joined Indian River Walk in Clinic as a staff physician.

Todd Cowgill, PA-C
Urgent Care and Occupational Medicine Provider

PA Cowgill has been with Indian River Walk in Clinic for more than 7 years and is a Board Certified Physicians Assistant. He is experienced in Urgent Care, Family Practice, Occupational Medicine and Pediatrics. Todd graduated from the University of Texas, Southwestern Medical Center, School of Allied Health Sciences in Dallas, with a Bachelor of Science/Physician Assistant degree in 1988 and has been practicing in central Florida since 1991. Many thousands of patients in Vero Beach and surrounding areas have come to rely on Todd for outstanding and effective medical care.

Rebecca Mines Paschall, RN, MSN, ARNP-BC, CLNC
Advanced Registered Nurse Practitioner

Rebecca Paschall lived in Panama, Central America, as a child, studied in St. Petersburg, Russia, in college and spent four years in a rural, West African village as a Peace Corps Health volunteer. These diverse cross-cultural life experiences shaped her tenacious personality and enabled her to develop conversational language skills in Spanish and French. She holds a Bachelor’s degree in English from the University of Florida.

After her Peace Corps service, she attended the Johns Hopkins University School of Nursing as a Peace Corps Fellow and National Health Service Corps Scholar and Full Scholarship recipient. She graduated summa cum laude in 1999 with her Bachelor’s degree in Nursing and worked as an RN in the Emergency Room and visited patients in the Home Care setting. She completed advanced training at Johns Hopkins University and graduated summa cum laude in 2001 with her Master’s Degree in Nursing. She has been a Board Certified, Family Practice Nurse Practitioner since 2001 and holds National certification in Advanced Cardiac Life Support, Legal Nurse Consulting and is a Certified Medical Examiner for the Department of Transportation. Before joining Indian River Walk In, she worked in Primary Care for 14 years in Vero Beach and Fellsmere.

Laura Kramer, MS, ARNP-C

Laura Kramer is a Family Nurse Practitioner, earning her Master’s Degree from Florida Atlantic University in 2006. She received her Bachelor of Science in Nursing from the University of Central Florida. She is experienced in Family Practice, Gastroenterology, Pediatrics and Dermatology. When she is not working as a nurse practitioner, she enjoys running, biking, boating and many other outdoor activities.
